ENERGY
EFFICIENCY
Background
The use of energy efficient
appliances and equipment should be encouraged. The MIME and
EDC have respective departments that handle energy
efficiency programs. This project supports the energy
sector's objectives of an economically, environmentally and
socially sustainable energy plan. This will also support the
National Environmental Action Plan objective of protecting the
environment.
Major activities include
information dissemination, development of project proposal and
pilot project implementation. The objectives of this project
are: to reduce GHG by using less fuel without sacrificing the
quality or quantity of product or service and to promote
energy savings.
The Royal
Government of Cambodia formulated an energy sectors
development policy in October 1994 to provide adequate energy
throughout Cambodia at reasonable and affordable price, to
endure reliable and secure electricity supply at prices that
facilitate investment in Cambodia, and to encourage
efficient use of energy and to minimize the
detrimental environmental impacts of energy supply and use.
To achieve the above goals, the government has undertaken
sector reform measurer and rehabilitation of the power sector
with the support of multilateral and bilateral agencies.
The general objective of MIME activities in Cambodia is to
increase the efficiency of the power sector in
order to make it attractive for investments by the private
sector.
Attention was focused on capacity building and strengthening
in MIME, EDC and EAC capabilities in efficiency. Within MIME,
EDC and EAC was created to monitor key indicators of
efficiency within the company and to discuss and investigate
projects to improve efficiency on a sustainable basis within
any part of the company. Within the Department of Energy
Technique of MIME, the project has supported the capacity
building of the Energy Efficiency Office (EEO), Training has
been provided and audits have been performed to provide on the
job training and to encourage improvement in energy
efficiency.

ESMAP/WB (1997)
Energy Efficiency office's established by MIME in 1997,
supported
by the
World Bank.
In 1998 the general objective of ESMAP-WB activities in
Cambodia is to
increase the
efficiency of the power sector in order to make it
attractive
for investments by the private sector.
Attention was focused on capacity building and strengthening
in
MIME and EDC
capabilities in efficiency.
Proposed Program of Finalization of ESMAP activities in
Cambodia to implement the three following actions :
A. Energy
Efficiency Promotion Program in the Garments Industry,
B. Promotion of
Energy Efficiency Lighting and Initialization
consideration of a code
of practices (standards) in the
electricity rector, and
C. Workshop on
Electricity Efficiency (Production and use) and
dissemination of information.
In 1999 Energy Efficiency Group were Performed for Lighting
Audits on 10 Garment Factories
ASEAN COOPERATION
(2000-2002)
PROGRAM
OBJECTIVES
·
To
address the issue of energy security and sustainability for
the ASEAN region at both national and regional levels through
energy security planning, energy efficiency and conservation,
and new and renewable energy promotion.
·
To
assist ASEAN member countries in strengthening their policy,
planning and institutional mechanisms towards security and
sustainability of energy supply.
·
To
facilitate and promote investments in energy efficiency and
conservation and in new and renewable energy development with
active involvement of the private sector.
·
To
disseminate “best practices” on the above three program areas
those are in use in the ASEAN member countries.

ADEME to help in developing Energy Conservation and Efficiency
activities development in the building sector of Cambodia by
focused on capacity building for future energy conservation
and efficiency activities and creating awareness through some
practical measures and technical assistance include training
